Summary This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Procurement Department More than one selection may be made from this vacancy announcement. Responsibilities Serve as the Procurement Department Deputy Director, overseeing a procurement staff supporting the award and administration of contracts and procurement policy, systems, training and compliance activities. Support the most complex procurement issues facing the agency. Provide supervision to Division Chiefs and leadership direction over the entire procurement department and its mission critical procurement programs. Provide technical assistance and advice to the PBGC PD Director, Chief Acquisition Officer (CAO) and PBGC Senior Staff on all procurement related matters. Requirements Conditions of Employment Qualifications All qualification and eligibility requirements must be met by the announcement closing date. You may start at $144,128.00, if you possess the following by the closing date of the announcement: Specialized experience is defined as one year of experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sectorserving as a lead (formally or informally) in the following areas: Planning and directing all activities of a procurement department, including resource and performance management, establishing goals in support of PBGC’s short and long-range priorities, management oversight of all procurement policy, procedures, and business processes; and providing acquisition-related guidance to agency program offices and leadership. Examples include leading the development of agency FAR supplement revisions, serving as a procurement and business advisor to program office customers or contracting staff on procurement policy and procedure interpretation, responding to Executive Order reporting requirements, and oversight of the effective implementation of new procurement-related templates, checklists, and management review forms. Procurement systems administration duties, which may include the oversight of system updates to incorporate current terms, conditions, provisions and clauses; and business process mapping or re-engineering activities. Audit readiness and audit response activities, including drafting management responses to audit findings and subsequently, establishing or revising internal controls, and leading the execution of the management response and request for closure of audit findings. Education A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND Level III on FAC-C or DAWIA Contracting Certification is required Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
