The Impact You’ll Make in this Role

As a Public Market Compliance and Procurement Manager, you will have the opportunity to tap into your curiosity and collaborate with some of the most innovative and diverse people around the world. Here, you will make an impact by:

  • Providing strategic sourcing government program and supplier diversity leadership.

  • Being the 3M sourcing liaison, responsible for regulatory conformance and continuous improvement for contract activities in the federal space.

  • Ensuring that 3M HIS PM follows the clauses and provisions set forth by contracts with the government and government prime and sub-contractors.

  • Fulfilling and facilitating government procurement by performing requirements for the federal acquisition process.

  • Meeting timelines associated with the federal government planning, programming, budgeting, and execution (PPBE) process.

  • Employing knowledge of Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS) Business Systems, Cost Accounting Standards (CAS), and 508 Compliance.

  • Assuring the highest standards of compliance, business, and ethical conduct.

  • Analyzing business practices and market conditions to evaluate bid responsiveness, contractor responsibility and contractor performance.

  • Presenting information; composes memoranda, minutes, and reports; and drafts contract provisions and supporting documents.

  • Supporting Program Management functions to increase growth from existing contracts and identification of new government contract opportunities.

Your Skills and Expertise

To set you up for success in this role from day one, 3M requires (at a minimum) the following qualifications:

  • Bachelor’s Degree or higher (completed and verified prior to start) from an accredited university


  • High School Diploma/GED from an accredited institution and a minimum of fourteen (14) years of experience in government programs

  • Seven (7) years of combined experience in government contracts administration, compliance, and/or operations in a private, public, government or military environment

  • Three (3) years of knowledge of federal government health care environments, to include DoD and VA.

  • Must be able to pass a Government background check for a position of Public Trust.

Additional qualifications that could help you succeed even further in this role include:

  • Master’s degree in business related concentration.

  • Ten (10) years of combined experience in sourcing, government contracts, defense contracts, federal regulations, and/or supplier/vendor management in a private, public, government or military environment

  • Experience with briefing executive level personnel, compiling briefings and status reports.

  • Change Management experience, including ability to lead change effectively.

  • Expert knowledge of strategic sourcing methodology, procurement processes, and systems.

  • Strong analytical, problem-solving skill, influencing, communication skills.

  • Experience leading contract negotiations.

  • Leadership experience.

  • Ability to work as a member of and/or lead a professional team.

  • Advanced level of writing and computer skills, effective communication, and facilitation skills.

  • Ability to multi-task and handle large and sometimes complex workload under time constraints.

  • Proven results and process oriented.

Travel: May include up to 25% travel

Relocation Assistance: May be authorized

Location: Any HIS location or Field
