Job Description:

  • Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans.

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

  • Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.

  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.

  • Select methods, techniques and evaluation criteria for achieving goals and objectives. Signs supplier agreements and purchase orders within established authority.

    Essential Functions:

  • Communicate effectively with a wide array of professional levels and functions.

  • Manage program budgets and explain variances in monthly performance.

  • Navigate FAR regulations and internal procedures for compliance.

  • Implement strategies to increase productivity and drive cost savings.


  • Bachelor’s Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.

  • TS/SCI clearance.

    Preferred Additional Skills:

  • Experience with cost plus subcontracting.

  • Experience with negotiations of $500K or greater.
