Job Summary
Amentum is seeking a Senior Project Controls Manager for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, Kentucky.
Typical Responsibilities Include:
Perform all work safely and with the utmost concern for the safety of self and other employees.
Analyze and use schedule and cost data to identify key project issues
Integrates cost and schedule data and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals.
Lead project cost and schedule review meetings.
Lead development of work breakdown structures and help ensure that project coding is effectively used for all cornerstone applications.
Review performance trends, prepare analysis and cost impact and monthly project performance reports, and recommends contractor invoices for approval.
Evaluate manpower, labor hour, and labor cost requirements versus budget limitations.
Oversee the production and maintenance of accurate project schedules. Expert understanding of schedule resource loading and leveling.
Assist the Project Manager in budgeting and managing incentive programs.
Develop, analyze and troubleshoot complex schedule logic relationships.
Establish and maintain customer relationships.
Develop and maintain project control systems. Assume responsibility for correct implementation.
Review and assess (as required) raw data that comes from project automated systems.
Serve as a key participant in customer and/or subcontractor negotiations
Participate in staffing decisions for projects.
Ensure that a tracking database is developed and maintained to cross check subcontractor funding is aligned with work authorization and expenditures.
Review project change order and ensure compliance with company/project policies and procedures
Perform all other position related duties as assigned or requested.
Minimum Requirements
- Bachelor’s degree in engineering, construction, business or related field, or demonstrated equivalent and related experience and at least 15 years of experience with engineering, procurement and construction projects and operating industrial facilities.
Minimum Qualifications:
Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
Must be computer literate in common software applications and able to operate general office equipment
Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
Excellent verbal and written communication skills
Requires up to 5 years of experience with cost, schedule and supervision responsibilities
Demonstrated leadership and supervisor ability
Possess strong organizational skills with ability to coordinate and prioritize projects, adapting to change as they occur
Must be detail oriented and possess ability to manage complex and varied projects
Must have good communication skills to provide technical assistance, presentations, and training to field personnel
Incumbent must be able to demonstrate ability to develop, implement, and maintain effective cost control program
Proficiency of earned value system development and implementation
Familiar with Critical Path analysis and other scheduling concepts
Understand financial terminology and measures along with recognizes the financial impact of project actions.
Proficiency in data normalization, conversion of cost estimates to budgetary requirements and analysis of commercial finance records and reports is recommended
Knowledge of techniques employed in estimating for high-volume production programs, such as learning curve theory, and practice and analysis of planning for engineering change proposals
Experience with procurement and financial practices in a government/commercial program environment
Ability to analyze and predict alternative contracting strategies
Ability to provide analytical findings (e.g., reports and presentations) to diverse professional groups
Preferred Qualifications
Experience working on Government projects
Project management experience
Earned Value Management System experience
Chemical demil project controls experience
Pursuit of the CCC (Certified Cost Consultant), CCE (Certified Cost Engineer), ICC (Interim Cost Consultant), PSP (Planning and Scheduling Professional) or EVP (Earned Value Professional) and/or PMP (Project Management Professional) or CAPM (Certified Associate in Project Management) certification is encouraged.
