Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will advises senior leadership concerning issues related to foreign national interactions in U.S. Joint Force Development programs, such as exercises, education, training, lessons learned, doctrine, concept development and experimentation. Establishes and maintains committed and productive working relationships with international organizational elements in performance of international program responsibilities. Responsibilities As a SUPERVISORY INTERNATIONAL PROGRAM MANAGER at the GS-0301-15 some of your typical work assignments may include: Plans, coordinates, develops guidance for, and leads comprehensive management analyses to improve the overall integration of the international program into the daily operations of the Joint Force Development, Multinational /Allied Command Transformation (MN/ACT) Integration Division. Serves as the senior policy and technical expert, analyst, and advisor to the Vice Director, Joint Force Development, Multinational /Allied Command Transformation (MN/ACT) Integration Division on a broad spectrum of multinational organizational, managerial, and technical issues related to Joint Force Development, Multinational /Allied Command Transformation (MN/ACT) Integration Division. operations. Exercises delegated managerial authority in establishing goals and objectives and their implementation for a staff of professionals. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank, assures reasonable equity of performance standards and rating techniques developed by subordinates, and makes decisions on work problems presented by subordinates. Establishes and maintains liaison with professional groups, DoD, and other government agencies to gain insights and support to improve J-7 training and joint force development performance. Requirements Conditions of Employment Qualifications You may qualify at the GS-15 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Planning, coordinating, developing guidance for, and leading comprehensive management analyses to improve overall integration of an international program into the daily operations; Defining headquarters strategic objectives which are supportive of multinational and alliance strategic goals and integrating them into programming and budgeting process; Providing continuous analysis, performance evaluation, and diagnosis of processes to ensure progress toward strategic objectives; Responsible for long-range work plans and determining long-range staffing including planning, assigning, setting work priorities and schedules, and evaluating work to be accomplished by subordinates; Maintaining continuous liaison with Department of Defense organizations, other government agencies, foreign governments, and other pertinent entities on matters pertaining to multinational capability and force development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
